September 12th, 2019 Budget meeting minutes Village of Linwood

Item 1: Chairperson Deb Johnson called the Budget meeting to order at 7:00 pm and also stating that the open meetings act is post in the Hall.
Item 2: Those answering to the roll call were: Deb Johnson, Amber Harris, Josh Slonecker and Mike Croghan. Susie Matchett was absent.
Item 3: After reviewing and discussing the one and six year road plan developed by JEO for the Village Mike Croghan introduced the resolution to adopt the plan, Amber Harris seconded the motion those voted in favor were Amber Harris, Mike Croghan , Deb Johnson and Josh Slonecker with none opposed. Motion passed.
Item 4: The board looked over the budget that Pekny and Associates made for the Village based on last year’s expenses and money’s taken in. It was discussed by the board.
Item 5: Mike Croghan made a motion to the 1% increase in Restricted Funds Authority, Amber Harris seconded the motion. The four present board members voted in favor of motion with none opposed. Motion passed.
Item 6: Mike Croghan made a motion for the Resolution 2019-1 that set the property tax rate of $.358078 per $100 of assessed value. Amber Harris Seconded the motion. All Present board members were in favor with none opposed motion passed.
Item 6: Josh Slonecker made a motion to accept the 2019-202 budget, Mike Croghan seconded the motion. All were in favor with none opposed. Motion passed.
Item 7: Josh Slonecker made the motion to adjourn the Budget meeting at 7:24 pm. Mike Croghan seconded the motion all were in favor, Budget meeting adjourned.

September 12th, 2019 Regular Monthly Meeting
Minutes of the Village of Linwood

Item 1: Chairperson Deb Johnson called the regular monthly meeting of the Village of Linwood at 7:26 pm after the Budget meeting. She stated that the open meetings act is posted in the hall.
Item 2: Those answering to the roll call were: Deb Johnson, Amber Harris, Josh Slonecker and Mike Croghan. Susie Matchett was absent.
Item 3: The Clerk read aloud the minutes from the August 15th, 2019 meeting. The clerk noted that she needs to amend the minutes to include Susie Matchett seconded the motion by Mike Croghan to pay Josh Slonecker and Dustin Parolek $15.00 an hour while working on FEMA projects. All were in favor with none opposed. Josh Slonecker made a motion to accept the minutes and Amber Harris seconded the motion all present were in favor with none opposed.
Item 4: Mike Croghan made a motion to accept the treasure’s report dated September 12th, 2019. Josh Slonecker seconded the motion. All were in favor with none opposed. Motion passed.
Item 5: Kathy Eaton-clerk fees $230.87; Will Eaton-Maintenance $673.30; Bomgaars-hall and maintenance supplies $194.00; Jim Overton-mowing $179.31; Mid-West Service-Culvert extensions and bands $531.90; Dustin Parolek-maintenance $367.09 and $83.11; Josh Slonecker-maintenance $297.82 and $83.11; Pekny and Assoc.-Budget preparing $1250.00; Schuyler COOP-fuel $182.52; BPPD Electricity $561.93 Mike Croghan made the motion to pay the September bills. Josh Slonecker seconded the motion all were in favor with none opposed.
Item 6: The Village received a letter from JEO pertaining that FEMA has changed it policy about participating entities need to have a mitigation plan. The LPNRD is going to sponsor (pay for the plan to be developed and every entity needs to participate to get future monies in case of a disaster. One meeting is to be in Wahoo and David City. The Clerk is to ask Scott Cowles to come to the next meeting to discuss water drainage in town.
Item 7: The clerk is working on the ordinance that will cover nuisances and how the State of Nebraska has those rules on the books and can be enforced by the Butler county attorney.
Item 8: It was discussed about putting a fence around the park beings the property south of the park has not been kept up for years. Josh Slonecker made a motion to send a letter to the owner/owners of the old Dance hall. Mike Croghan seconded the motion all were in favor with none opposed. Motion passed. For capital improvements it was discussed to do up dates in the hall. Maintenance Will eaton needs to do some work in the alley between 3rd and fourth and Ash and Elm street.
Item 9: Next meeting date is October 17th, 2019 at the Village Hall starting at 7:00 pm.
Item 10: Josh Slonecker made a motion at 7:59 pm to adjourn the meeting Mike Croghan seconded the motion. All were in favor with none opposed. Meeting adjourned.
