Reorganizational Meeting Minutes
Linwood Village of Trustees
December 19th, 2019

Item 1: The Clerk Kathy Eaton called the meeting to order at 7:00 pm and stating that the open meetings act is posted in the hall.
Item 2: Trustees answering to the roll call were Deb Johnson, Amber Philips, Mike Croghan, Susie Matchett and Josh Slonecker, none was absent.
Item 3: The Clerk ask for a motion to appoint a temporary chairperson. Mike Croghan made the motion to have Deb Johnson as temporary chairperson, Susie Matchett seconded the motion, all were in favor with none opposed, then the clerk turned the meeting over to Deb Johnson.
Item 4: Mike Codr voiced his concerns that the clerk position should be posted and the pay that the clerk is getting also the pay of the board members. The Chairperson then informed the trustees and public that was in attendance to the meeting, that since it is a appointed position according the Nebraska State statute that if the board is happy with the job that the clerk is doing that they can reappoint the position. Mike Croghan made the motion to reappoint Kathy Eaton as the Village Clerk for Linwood at the same salary of $250.00. Susie Matchett seconded the motion. All were in favor with none opposed.
Item 5: After the board discussed on where the Village banks and does business with an exception of looking into another insurance company, Josh Slonecker made the motion to stay with those businesses. Susie Matchett seconded the motion, all were in favor with none opposed. Motion passed. The board then discussed other employees of the board, maintenance and seasonal workers. Josh Slonecker made a motion to keep those employees and at the same wage. Mike Croghan seconded the motion, all were in favor with none opposed. After some discussion Mike Croghan made a motion to set the pay for the Linwood Board of Trustees at $40 per meeting and the Chairperson getting $60.00 per meeting. Susie Matchett seconded the motion. All were in favor with none opposed. Mike Croghan made a motion then to have Deb Johnson named chairperson for the year. Amber Philips seconded the motion all were in favor with none opposed.
Item 6: At 7:19 Amber Philips made a motion to adjourn the meeting, Susie Matchett seconded the motion. All were in favor with none opposed, meeting adjourned

Meeting Minutes of the Regular Monthly
Meeting the Linwood Board of Trustee’s
December 19th, 2019

Item 1: Chairperson Deb Johnson call to order the regular monthly meeting the of Linwood Board of Trustees to order at 7:20 pm. She also stated that the open meetings act is posted in the hall.
Item 2: Those trustees answering to the roll call were: Deb Johnson, Amber Philips, Mike Croghan, Susie Matchett and Josh Slonecker. No one was absent.
Item 3: After the clerk read aloud the minutes from the November 21st, 2019 meeting, Josh Slonecker made the motion to accept the mintes as read. Susie Matchett seconded the motion all were in favor with none opposed, Motion passed.
Item 4: The clerk presented the Treasurers report dated December 19th, 2019. Susie Matchett made the motion to accept the report as read. Amber Philips seconded the motion. All were in favor of motion with none opposed. Motion passed.
Item 5: The clerk presented to the board the December 2019 bills:

Susie Matchett made the motion to pay the December bills. Josh Slonecker seconded the motion. All were in favor with none opposed, motion passed.
Item 6: The clerk read aloud an e-mail that the Village received from Susan Nickerson informing that her agency and HUD received Disaster Relief money for the 2018 and 2019 disasters and she will get more information out on eligible and applying for funds for projects. The clerk also stated that the Village received an e-mail from the State of Nebraska about an electronic payment of $12,376.38 this money is the federal share from FEMA.
Item 7: Patrick Hartman was in attendance from JEO to present to the board about the contract with JEO concerning the water drainage in the Village. Josh Slonecker also had a meeting with Jim McDonald, county road supervisor about the drainage in Linwood and ask if the county could do anything east and south of town. This was table to next meeting.
Item 8: After the Clerk read aloud the letter and information that Pekny and Associates prepared for the Village of Linwood Audit Waiver that gets sent to the State of Nebraska Auditor and Butler Co. Clerk. Susie Matchett made a motion to accept the Audit Waiver, Amber Philips seconded the motion. Those in favor of the motion were: Susie Matchett, Amber Philips, Mike Croghan, Josh Slonecker and Deb Johnson. With none oppose motion passed. Mike Croghan made a motion to appoint JEO as the Village Engineer for the year 2020. Susie Matchett seconded the motion all were in favor with none opposed, motion passed. Josh Slonecker made a motion to appoint Scott Cowles, from JEO as the Street Superintendent for the village for 2020. Susie Matchett seconded the motion all were in favor with none opposed, motion passed. Will Eaton informed the board that he did look at the 2nd and Maple culvert (where a semi loaded with cattle went into the ditch at) for damages but he didn’t see any. He did mention that maybe the intersection needs to be widen and will look into culvert extensions. He also informed the board that a couple gaskets and hoses need replaced on the back hoe. A resident east of 4th and Elm street asked for gravel on that street but right now beings it is so cold gravel cannot be ordered. Will also brought up the burn pile that it needs to be closed off until the brush that is already there can be burnt, which right now cannot be done for the surrounding vegetation is too dry. Josh Slonecker made a motion to close the entrance and put up a sign. Susie Matchett seconded the motion. All were in favor with none opposed. Motion passed. It was also discussed of trying to get the cattails out of the south ditch of 1st street east of Elm street.
Item 10: January 16th, 2019 is set for the next regular Monthly meeting of the Linwood Board of Trustees, starting at 7:00 pm at the Village Hall.
Item 11: AT 8:19 Mike Croghan made a motion to adjourn the meeting. Amber Philips seconded the motion all were in favor, Meeting adjourned.
